With the Directorial Decree of 5 June 2017, No. 1377, the Ministry of University and Research (MUR), formerly MIUR, continues to implement the measures in support of human capital provided for in the NOP on Research and Innovation 2014-2020 - Axis I "Investment in Human Capital" - Action I.1 "Innovative Industrial Doctorates". The action is part of the National Research Programme 2015-2020 and involves the funding of three-year PhD scholarships co-funded by the European Social Fund (ESF), for a total budget of 42 million euro.

The call is intended for state and non-state Universities recognized by MUR, formerly MIUR, with administrative and operational offices in the less developed regions (Basilicata, Calabria, Campania, Puglia and Sicily) and transition regions (Abruzzo, Molise and Sardinia).

The testing of the innovative form of cooperation with the business world, started with the previous call, continues and will give PhD students the opportunity to receive industrial-oriented training and research experience, with potential beneficial effects for the production systems of the areas covered by the Programme and in terms of employment opportunities for doctoral graduates.

The novelty of this implementation process lies in the use of the so-called standard costs for the reporting of the funded operations, as provided for by the Delegated Regulation (EU) 2017/90, published in the Official Journal of the European Union of 19 January 2017, which will allow significant savings in management costs for the stakeholders involved and will be used by many regions for the implementation of similar measures.
